The City of Knoxville currently has five wet-weather monitoring stations located in four stream watersheds (First, Loves, Second, Fourth). Each monitoring station will grab a water sample every 15 minutes whenever the instruments detect heavier-than-normal flow. A weighted composite sample is created and then tested for a dozen parameters as specified in the municipal NPDES permit. The values are then reported to TDEC - Division of Water Pollution Control as summarized by the NPDES Annual Reports that are prepared by the Stormwater Engineering Division.

The First Creek monitoring station, shown below, is located near Adair Drive. Rainfall data is gathered for the purposes of estimating pollutant runoff loads, stream flows and to determine limits for wet-weather monitoring and sampling.
