Knoxville Police Department Vehicle History Mounted Patrol According to the Knoxville Police and Fire annual of 1900- The city patrolman were all on foot, but in the late 1890's the board of public works experimented with mounted policemen. Two horses were bought and patrolman were assigned mounted duty. Although they patrolled a considerable territory it was later deemed that the costs of the horses was best placed into salaries.
