Directions: Located in South Knoxville off of Avenue A. Take Chapman Highway S; turn right onto Martin Mill Pike; turn right onto Avenue A; turn left onto Cleage; after three blocks, turn left onto Drive D; park is on right.

The park is a small passive community park located in the Vestal Community. The park is bordered by houses in the neighborhood. Joe Foster wanted to see a park in his neighborhood, thus sold the property to the City of Knoxville. The park was dedicated to his memory.

PARK RULES & REGULATIONS:

1.) For the protection of our park and the safety of its users, the following are prohibited

No alcoholic beverages

No firearms

No open fires

No hitting golf balls anywhere in the park

No motorized vehicles in park

No equestrian activity
2.) Per city ordinance, all animals must be maintained on a leash.
3.) Please be respectful of other trail users
4.) Please help to keep our parks beautiful by disposing trash in proper receptacles.
5.) Hours - Open dawn to dusk unless otherwise posted.
