INTRODUCTION
Over 2 years of input from citizens, property owners, neighborhood residents, technical experts, and consulting teams produced the South Waterfront Vision Plan, Action Plan, Redevelopment Plan, and Form Based Code. These were adopted by City Council over the course of 2006 and 2007. The intent of these planning efforts and ordinances is to aid in revitalizing the south side of the Tennessee River as it flows through Downtown Knoxville.
The Vision Plan identifies public improvement projects to target in the South Waterfront during a 20 year time period, including a three mile bike and pedestrian riverwalk, parks and green spaces, new and reconstructed streets, sidewalks, bike lanes, and parking. It is anticipated that these public improvements will partner with private development, which will add new residential, commercial, retail, and recreational opportunities. These public-private partnerships are intended to benefit residents, businesses, visitors, and the City's tax base.
PHASE I PUBLIC IMPROVEMENTS
The South Waterfront Action Plan recommends several public improvement projects be implemented as part of Phase I. Construction funding for the projects identified in the Schematic Design of Phase I is not guaranteed, and project priorities will change as private partnership opportunities are identified. SOUTH WATERFRONT ADVISORY BOARD
As required by the South Waterfront Urban Renewal & Redevelopment Plan, an Advisory Board established by Knoxville's Community Development Corporation (KCDC) addresses dilapidated buildings & properties, homeowner retention & assistance programs, and neighborhood concerns. The Advisory Board typically meets the third Thursday of every month and is open to the Public.
SOUTH WATERFRONT PRINCIPLES
The founding principles for designing and implementing redevelopment in the South Waterfront are economic feasibility and transparency. To that end, all documents produced since the inception of the South Waterfront are available in the links that follow.
